Commuter tax has driven jobs out of the city
No other city in America is as dependent as Philadelphia on taxes paid by commuters. The city's nonresident wage-tax rate of nearly 3.8 percent is by far the highest in the land. It produces about $520 million a year, roughly 15 percent of a $3.5 billion city budget.
