A new property tax cap aimed at protecting New Jersey property owners from ballooning municipal property taxes hasn't stopped towns from requesting — and getting — waivers from a state board to exceed the limits.

MONTREAL - Quebec energy companies are going to start paying a carbon tax to help cut greenhouse gases. The carbon tax, believed to be the first in Canada, takes effect Monday and was announced by the Quebec government in 2006.
