Less local gov'ts offer tax breaks for N. Korea-linked groups
_ A total of 85 local governments were found to be offering tax breaks or privileges for facilities owned by pro-North Korean organizations this fiscal year, down 13 from the previous year, the Internal Affairs and Communications Ministry said Thursday.
