Reports of a county tax board's extravagant travel habits have prompted some new rules in New Jersey. The state Treasury Department in recent months distributed guidelines to all 21 county tax boards. The guidelines say a state ethics officer needs to sign off on out-of-state trips, and even approve trips to in-state gatherings that aren't state-sanctioned.
