Tax Court proposes ending secrecy of decisions

After more than 20 years of secrecy, U.S. Tax Court has proposed new rules that would make public lower-level trial judge decisions in pending and future cases. The rule change, scheduled to go into effect in September, will open up decisions by special trial judges for the first time since 1984, when rules were changed to make the decisions secret.
